Parameters

inUniqueIndex	const bool		False	Flag implying select unique indices
inSeed	Optional<int>		NIL	Random seed used to generate values

Errors

List of possible exceptions:

Error type	Description
DomainError	Negative inCount in GetRandomElements.
DomainError	Not enough items in the input array in GetRandomElements.
